Milligan said he escaped from the Waiting Room when he found out the ground was made of mud so he knew there was water under it. Then he dug through all the mud into the stream, which dragged him upstream then dig through more mud and about a foot of clay. Next, he tore out a few stones, pried a few boards apart, chiseled out some mortar, bent the bars of a metal grate enough to squeeze through, and finally incapacitating the guards and using their keys to unlock his shackles.

Millagan dug a hole out the waiting room because where there is mud there is rain and if there is rain there is water.
